They are going at their headquarters at the start of their shifts to put on their uniform, once their uniform is put on, the Sargent is doing what is called a "fall in" which is basically a meeting before everybody goes on patrol to give every one their squad car, the partner they will patrol with and special task or people to look for during the day. After the "fall in", they all go in their car to proceed on their patrol. When their shift is done they're coming back to the headquarters to give information on what they've done during the day. Then, they leave their uniform in their locker and go home.
Police officers are working in a variety of places depending on their grade. As a Sargent or a Commander you are almost always in the headquarters. Sargent are going outside of the headquarters only when they are needed. Patrollers are almost always on the road to answer some calls and to make sure that the law is followed on an everyday basis, and they are the first contact between the civilian and the police force.
In Quebec to become a police officer, you need to have a college degree in police technology and after graduate from "L'école nationale de police du Québec" (ENPQ)

The chances are low because to be a good police officer you need to have the human factor, and yes even if it's this factor that sometimes leads to errors it is a key part of a good police officer.
